Preheat the oven to 350°F. Line two 8 inch round cake pans with
parchment paper and spray with nonstick cooking spray.
In a large bowl, stir the flour, sugar, cocoa powder, baking
soda, and salt until well blended. In a whisk together the water, oil, vanilla
and vinegar. Add the liquid ingredients to dry ingredients and stir. Stop
stirring when you stop uncovering pockets of dry flour, even if the mixture is
still a bit lumpy.
Divide the batter evenly into the prepared pans. Bake for 35-40
minutes or until a toothpick inserted in the center comes out clean. Cool for
10 minutes in pan the pan before removing to cool completely on a cooling grid.
